What is Assessment & Rating? Why is this important to families?

Assessment and rating in early childhood education, conducted under the National Quality Framework (NQF), helps families understand the quality of a service by providing an easy-to-understand rating. These ratings, published on the ACECQA website and Starting Blocks, indicate how well a service meets the National Quality Standard (NQS), with ratings ranging from “Significant Improvement Required” to “Excellent”. Families can also review the Quality Improvement Plan (QIP) to see how a service is working to improve, regardless of its rating, according to the NSW Department of Education.

What is Assessment and Rating?

  • The NQF is a national framework that regulates and assesses the quality of early childhood education and care services.
  • Assessment and rating is a process where services are evaluated against the NQS, a set of quality standards that cover various aspects of early childhood education and care.
  • This process is conducted by state and territory regulatory authorities.
  • The aim is to ensure children’s safety and well-being, promote their educational outcomes, and drive continuous improvement in services.

What are the Quality Ratings?

This is the highest rating, awarded by ACECQA for services that demonstrate innovation, leadership, and commitment to going above and beyond standard expectations.

Services rated as Exceeding NQS are performing at a high level, demonstrating exceptional care and education for children.

This rating indicates that a service complies with all the standards outlined in the NQS, ensuring children receive safe, supportive, and high-quality care.

Services with this rating have areas that need improvement. Families can ask to see the service’s QIP to understand how the service is addressing these areas.

This rating signifies that the service is not meeting minimum standards and requires immediate action to improve. Families should inquire about the service’s improvement plans.

How does it help families?

  • The ratings provide a clear and concise overview of a service’s quality.
  • They allow families to make informed decisions when choosing a service for their child.
  • Families can use the ratings and the QIP to have meaningful conversations with educators about the service’s practices and ongoing development.
  • For services rated as “Working Towards NQS”, the QIP can be a valuable tool for understanding the areas for improvement and the service’s plans for addressing them.
  • Families can also see how the service celebrates and builds upon areas where they are meeting or exceeding the NQS.

What is the Quality Improvement Plan (QIP)?

  • Every service is required to have a QIP, regardless of their rating.
  • The QIP is a document that outlines the service’s self-assessment of its practices against the NQS, identifies areas for improvement, and includes a statement of philosophy.
  • It’s a living document that should be regularly updated and reviewed by the service.
  • Families should be involved in the development and review of the QIP.
